Ну а теперь очередь за другим медицинским трудом, в котором о психопатах было говорено особо.
Но раз уж сэру Причарду и месье Морелю я уделил внимание, то было бы несправедливо обойти им автора этого самого второго труда и его биографию. Да, из моей собственной прихоти тоже. Но также и по иной причине: увидев, как смогли в итоге обособить носителей диагноза в одну группу, вы, возможно, обретёте чуть большее понимание. А может быть, и ощутите сопричастность.
Знакомьтесь: Иван Михайлович Балинский. Родился Иван Михайлович 6 февраля 1824 года в родовом имении Яшуны Виленской губернии (ныне это местечко Яшюнай неподалёку от Вильнюса, что в Литве). Учился мальчик прилежно с первого же класса Варшавской классической гимназии, кою окончил с отличием. В 1842 году поступил в Императорскую медико-хирургическую академию, в которой обучался за свой кошт и которую, сдав экзамены экстерном сразу за 1 и 2 курсы, окончил на два года раньше срока, в 1846 году — между прочим, с золотой медалью и занесением имени на мраморную доску отличников учёбы. Вернувшись домой в Яшуны, Иван Михайлович вскоре заскучал: дома-то оно хорошо, но жизнь, работа, наука, в конце концов — не в этом сонном, пусть и таком родном местечке, за этим в столицу.
В 1850 году Иван Михайлович снова в Санкт-Петербурге — вернее, сначала в Ораниенбауме, младшим ординатором в военном госпитале. Через пять лет — степень доктора медицины, лекции студентам по курсу детских болезней (через силу, крайне неохотно), а в 1857 году — наконец-то лекции по его любимому предмету, психиатрии. Кстати, именно эти лекции впервые издадут литографическим методом аж в 86 экземплярах, и именно они станут основным для Медико-хирургической академии учебником по психиатрии — больше, чем на десятилетие.
Осмотрев вверенное ему в том же 1857 году отделение для умалишенных — шестой корпус, как его тогда называли в академии — Балинский обсценно ужаснулся. Не зря этот корпус служил местом для ссылки врачей-залётчиков, хулиганов, пьяниц и дебоширов: по доброй воле там работать — дураков нет, дураки там по другую сторону палатных дверей срок мотают. Хотя в целом всё было организовано традиционным для большинства сумасшедших домов тех лет образом: цепи и целебные колотушки, рвотное от дурных мыслей и неправильного поведения, смирительные камзолы как несомненное новшество: аж в самой Франции и Германии применяются!
Уже к следующему году Иван Михайлович разработал проект по реорганизации отделения, а 13 июня 1859 года воплотил в жизнь — в этот день состоялось его торжественное открытие. Цепи ушли в прошлое, персонал получил соответствующую выволочку и наставление на путь истинный, рвотное сдали в госпитальную аптеку, заменив более подходящими из имевшихся в наличии снадобий, само отделение стало чище, светлее — и спокойнее, что удивительно. Оказывается, доброе слово и смирительный камзол действительно эффективнее побоев и железных цепей.
Получив за успешно разработанный и воплощенный проект Анну 3-ей степени, уже в следующем месяце Балинский едет за границу — изучать тамошние сумасшедшие дома: как живут, чем дышат, кем и как управляются, чем там лечат, чем кормят. А заодно и с тамошними законами насчет душевнобольных ознакомиться. Командировка оказывается крайне насыщенной: за 4 месяца посещено 40 дурдомов во Франции, Германии, Голландии, Бельгии и Англии.
28 июня 1860 года император Александр II утверждает запрос Военного совета об открытии в Императорской Медико-хирургической академии пяти дополнительных кафедр — в том числе и кафедры психиатрии. Конференция Академии вскоре назначает Балинского ординарным профессором на эту кафедру. Непотизм непотизмом — но ведь реально больше некого!
Будучи не только хорошим лектором, но и администраторский талант имея, Иван Михайлович понимает и умудряется донести до начальства, что мало строить новые сумасшедшие дома в России — их надо строить с умом. И не стремиться в гордыне своей набить все шишки самостоятельно и наживать геморрой, рожая в спешке прожекты зданий и комплексов, а перенимать опыт у уже набивших и наживших — то есть, у Европы. Поэтому в марте 1863 года и в мае 1865 года он отправляется в новые командировки по Европе, за компанию с инженер-полковником Мровинским — смотреть, как устроены и как построены лучшие дурдома Лондона и Парижа. Ну или куда добрая молва приведёт.
Вскоре, 19 ноября 1867 года, в Санкт-Петербурге открывается новая, построенная с учётом полученного опыта, клиника душевных болезней, которая и становится своего рода университетской клиникой: тут и помешанных лечат, и студентов обучают. В эти же годы Балинский продвигает свой план по строительству подобных клиник при каждом городе, где имеется свой университет — с замахом на открытие кафедр психиатрии при каждом из этих университетов. В итоге проекты редактируются (если таковые уже есть) или разрабатываются с чистого листа для Казани, Твери, Владимира, Новгорода, Харькова, Одессы и Киева.
Сам Иван Михайлович на старости лет сожалел, что за годы своей работы так и не написал ничего этакого эпохального (etwas epochemachendes, как сказали бы немцы) в плане научных трудов — но именно с него в России и началась университетская эпоха в психиатрии.
Нам же с вами здесь и сейчас интересны именно те лекции по психиатрии, что он читал в 1857 году. Да, в том же году, когда Морель заканчивает свой «Трактат о вырождениях»
Именно в своих «Лекциях» Балинский отвёл тем пациентам, которых позже будут называть психопатами, отдельную нишу: «Люди, у которых под влиянием мозгового процесса и различных злоупотреблений целый ряд живых некогда понятий становится мёртвой буквой, удерживаемой в сознании лишь памятью; люди, которые относятся к этим понятиям безразлично, так что последние не могут составить противовеса их сильным эгоистическим стремлениям — больны».

We’ve seen this play out before, and not just with mayors. New York voters elect someone on the far left and the whole country is obliged to get excited about them. It was true of AOC obviously and while she could be running for the Senate soon, she’s probably the exception that proves the rule. Other lefties who’ve made a splash recently haven’t been as successful.
Jamaal Bowman won a seat in congress in 2020 and was inaugurated in the squad. Cori Bush was elected in Missouri that year too. Both of them were examples of the young, vibrant left that had defeated stale Democratic incumbents. They were going to shake up Washington and be part of a resurgent left-wing.
And now, just a few years later, both of them are gone. The original four members of the squad—AOC, Ilhan Omar, Ayanna Pressley, and Rashida Tlaib — are still around but their numbers aren’t growing and their impact seems pretty limited.
Mamdani’s best outcome, according to Douthat, is that the complete novice at any kind of work manages New York City so well that he, like AOC, can move on to some statewide office. But if things don’t go perfectly, he could just as easily wind up like Bill de Blasio, another leftist mayor who promised voters the moon and wound up disliked by most of them, to the point that he couldn’t win a seat in congress.
Mamdani’s problems have already started.
FDNY Commissioner Robert Tucker tendered his resignation Wednesday, the morning after Zohran Mamdani’s mayoral election victory at the polls, the Daily News has learned.
In a letter to Mayor Adams sent less than 12 hours after Mamdani’s win over former Gov. Andrew Cuomo and GOP candidate Curtis Sliwa, Tucker announced his last day will be Dec. 19…
Tucker, who is Jewish and a Zionist, felt he wouldn’t mesh well with Mamdani, a Democratic socialist, and his team, the source said.
Jim Geraghty adds, “I don’t want to soft-pedal the amount of damage Mamdani can do as mayor. But in the coming months and years, he is likely to be frustrated with how little unilateral power he has as mayor:”
The mayor cannot unilaterally raise taxes in the city. The New York City Council sets property tax rates, and the personal income tax rates are set by state law and administered and collected by the New York State Department of Taxation and Finance. Any tax hikes will have to be approved by the state legislature in Albany. Mamdani gets sworn into office on New Year’s Day; Governor Kathy Hochul and members of the New York state senate and state assembly are up for reelection in November 2026. None of them will be particularly eager to raise taxes in an election year.
Mamdani wants to make it free to ride city buses. Bus fares are controlled by the Metropolitan Transit Authority board. The MTA structure is . . . complicated, but the bottom line is that the mayor has limited influence over it:
Legally, it is an independent corporation, run by a board of directors. As the MTA told its bond investors as recently as February, it is “a corporate entity separate and apart from the state, without any power of taxation.” The MTA board has 14 voting members — six recommended by the governor directly, including the MTA’s chairperson and CEO, and four recommended to the governor by the mayor (the remainder come from other downstate New York counties) and approved by the state senate.
For Mamdani to establish his city-run grocery stores, he can use the city’s Economic Development Corporation, which already runs six New York City public markets.
Given how hamstrung Mamdani could be in office, America’s Newspaper of Record notes that America’s best-known Communist slacker may not have thought through his career ambitions sufficiently:

One of the most virulent cases of TDS ever observed on earth is the one that has absolutely ravaged the mind of former Republican commentator, Bill Kristol. How bad has it gotten? Well, if his TDS were a physical disease, Kristol would be on his deathbed, wasted away to 98 pounds, barely breathing, with barely a pulse, and a priest would be administering last rites. As a psychological condition, though, it’s made him the equivalent of just another muttering lunatic on the subways or streets of New York, which will soon become more chaotic than ever when Mamdani takes over.
And speaking of Mamdani, when asked during an interview with Claremont McKenna College student newspaper The Forum if he would vote for Mamdani if he lived in New York City, Kristol replied, “You know, I think so.”
Case closed. That should be the final nail in the coffin of Kristol’s destroyed reputation and credibility, when he says out loud in an interview that he would vote for an anti-Semitic Islamic communist if he were able to vote in that election. There is no path of rationalizations or pretzel logic that could lead anyone who ever called himself “conservative” to this place. He has been utterly broken by Trump, and his TDS causes him to support anyone who is anti-Trump, even a commie.
“The idea of going back to Cuomo is just, I think, ridiculous,” Kristol said. Right. But voting for a 33-year-old communist Muslim who grew up in the lap of luxury, never had a real job, and whose policies would destroy the nation’s largest and most important city isn’t ridiculous? Well then, what about voting for Curtis Sliwa? I guess the subject never even came up. Because Sliwa is the Republican. But Kristol isn’t anymore. So, he would vote for the grinning commie.
What exactly is Kristol now, an independent, a Democrat? He makes no such claim, simply calling himself an “ex-Republican.” He is editor-at-large of The Bulwark, whose “About” page says, “The Bulwark was founded to provide analysis and reporting in defense of America’s liberal democracy. That’s it. That’s the mission.” What does that mean? It means . . . Never Trump. And that means all the “analysis” and “reporting” will be intellectually polluted by the taint of TDS.
